While it may be quite some time before the authorities can say with certainty who must be brought to justice, even now it is clear that certain groups of people can not, must not, be held accountable for the acts of the terrorists. The recent headlines in America (where anger and rage have resulted in vigilante acts of reprisal being misdirected at people who had nothing to do with the acts of the terrorists) show why it is important to add people to this list.
