What Can You Do About Filtering?

What you can do depends on too many factors to provide a single course of action.  What you can do if you are already filtered is different than if you are not yet filtered.  Regional and community values are major factors in any discussion, and politics will always be a factor to reckon with.  Rather than present a course of action, here are some ideas and resources from which you can develop a course of action that is best suited to your situation, your institute, and your community.
